You find a beautiful dress on Instagram. The seller says "Send money to my MoMo, I'll deliver tomorrow." You send 25,000 RWF. Tomorrow comes. No dress. No reply. Your money is gone.

Or maybe you are the seller. You delivered the shoes. The buyer says "They don't fit" and demands a refund -- after wearing them for a week. You are stuck.

These stories happen every single day in Rwanda. According to FinScope Survey 2024, 86% of Rwandan adults (6.9 million people) now use mobile money — up from 62% in 2020. MTN MoMo alone has 5.8 million active subscribers and 578,000 merchants (MTN Rwanda Q3 2025), processing a record 246 million transactions per month. MoMo has become the way we pay for everything. But when it comes to buying and selling on WhatsApp, Instagram, or TikTok, there is a massive gap: MoMo was built for transfers, not for commerce.

That is exactly the problem mobile money escrow solves. And TandPay is the first platform in Rwanda to bring this solution to social commerce.

What Is Mobile Money Escrow?

Let us break it down simply. You already know what MTN MoMo is -- you use it to send money, pay bills, and buy airtime. And you may have heard the word "escrow" before, maybe in real estate or international trade. Escrow just means: a trusted third party holds money until both sides are happy.

Mobile money escrow combines these two ideas into a digital escrow system built for mobile money protection. Instead of sending money directly to a seller (and hoping for the best), your payment goes through a secure platform that holds the funds until the product is delivered and you confirm you received it.

Think of it like this

Imagine you are buying something at a local market, and instead of handing cash directly to the seller, you give it to a trusted market official standing right there. The official holds your money. The seller shows you the product, you inspect it, you say "yes, this is what I ordered." Only then does the official hand your money to the seller. That is escrow -- and TandPay does this digitally with MTN MoMo.

Why Traditional MoMo Transfers Are Risky for Commerce

MTN Mobile Money is an incredible tool. It has brought financial inclusion to millions of Rwandans. But it was designed for person-to-person transfers, not for buying and selling products between strangers online.

Here is the problem: when you send money via MoMo, it is an instant, irreversible transfer. The moment you confirm that USSD prompt, your money is in the other person's account. There is no "undo" button. There is no dispute process built into MoMo itself.

This creates risk on both sides, and highlights the urgent need for buyer protection in Rwanda and seller protection in Rwanda alike:

9.8M MoMo accounts in Rwanda
49% of internet users lack trust to shop online (UNCTAD)
0 built-in buyer protection in MoMo

Social commerce is booming in Rwanda. Sellers on WhatsApp, Instagram, and TikTok are running real businesses. But without payment protection, both buyers and sellers are taking a leap of faith with every transaction. TandPay eliminates that leap.

The TandPay Flow: Step by Step

So how does TandPay actually work? Let us walk through a real transaction from start to finish. It is simpler than you might think.

Step 1: Seller creates an order or product listing

As a seller, you log into TandPay and create a listing for your product. You add a title, description, price, and photos. Or, if you are doing a custom deal, you create a one-time order with the buyer's phone number and amount. It takes less than a minute.

Step 2: Seller shares the payment link

TandPay generates a unique payment link for the order. You copy this link and share it with your buyer -- on WhatsApp, Instagram DMs, TikTok comments, or anywhere else you sell. The link works on any phone, no app needed.

Step 3: Buyer opens the link

When the buyer clicks the link, they see the product details, the seller's profile, trust score, and reviews from previous buyers. This builds confidence before they even think about paying. The buyer does not need a TandPay account -- they just need a phone number and an MTN MoMo account.

Step 4: Buyer pays via MoMo

The buyer enters their phone number and confirms the payment. They receive an MTN MoMo USSD prompt on their phone -- the same prompt they are used to for any MoMo transaction. They enter their MoMo PIN, and the payment is processed.

Important: The money does NOT go to the seller

This is the key difference. When the buyer pays, the money is held securely in TandPay's escrow. The seller can see that the payment has been made, but cannot access the funds yet. The buyer's money is safe.

Step 5: Seller delivers the product

Now the seller knows the buyer has paid -- so they can deliver the product with confidence. Whether it is same-day delivery in Kigali or shipping to another province, the seller delivers the item along with a unique 4-digit delivery code that TandPay generates for this specific order.

Step 6: Buyer confirms delivery with the code

When the buyer receives the product and is satisfied, they enter the 4-digit delivery code. This is their way of saying: "Yes, I received exactly what I ordered." The code is unique to each transaction and cannot be guessed or reused.

Step 7: Funds released to the seller

The moment the buyer enters the correct delivery code, TandPay automatically releases the funds to the seller's MoMo account, minus the platform fee. The transaction is complete. Both sides are happy.

The whole process in one sentence

Buyer pays, money is held safely, seller delivers, buyer confirms with a code, seller gets paid. Simple, safe, and fair for everyone.

What Happens If There Is a Dispute?

Life is not always perfect. Sometimes a buyer receives a product that is damaged or different from what was described. Sometimes a seller delivers but the buyer claims they did not receive it. TandPay has a clear process for these situations.

After delivery, the buyer has a 12-hour window to report an issue. If they do, the transaction is flagged and a TandPay admin reviews it. Here is what happens:

  1. Both sides submit evidence. The buyer explains the issue and can upload photos. The seller can respond with their own evidence (delivery photos, chat screenshots, etc.).
  2. Admin reviews the case. A TandPay team member examines the evidence from both sides, reviews the order details, and contacts both parties if needed.
  3. Resolution is issued. Depending on the evidence, the admin either releases the funds to the seller (if the complaint is not valid) or refunds the buyer (if the product was genuinely not as described or not delivered).

This process protects both buyers and sellers, keeping every MoMo payment safe and accountable. Buyers know they can get their money back if something goes wrong. Sellers know they will not lose money to false claims because evidence is required.

How Fees Work on TandPay

Transparency matters. Here is exactly how TandPay's fees work -- no hidden charges, no surprises.

2.5% Buyer protection fee
2.5% Seller platform fee
5% Total transaction cost

When a buyer makes a payment, they pay the product price plus a 2.5% buyer protection fee. This is the cost of having their money held safely in escrow -- think of it as an insurance premium for a worry-free purchase.

When the seller receives their payout, a 2.5% platform fee is deducted automatically. This covers TandPay's payment processing, dispute resolution, and platform maintenance. The seller sees the exact payout amount before every transaction.

For example, on a 10,000 RWF product:

Compare that to the cost of losing 10,000 RWF to a scam. The fees pay for themselves the first time they prevent a fraudulent transaction.

Security You Can Trust

When money is involved, security is not optional. Here is how TandPay keeps your data and funds safe:

Why Sellers Love Escrow Too

You might think escrow only benefits buyers. Actually, sellers benefit just as much -- if not more. Here is why:

Guaranteed payment. Once a buyer pays into escrow, the money is there. The seller knows that when they deliver, they will get paid. No more delivering products and chasing buyers for payment. No more "I'll send the money tonight, I promise."

No chargebacks. Unlike credit card payments where buyers can dispute charges weeks later, TandPay's delivery code system provides clear proof of delivery. Once the code is entered, the transaction is confirmed.

Professional seller profile. Every seller on TandPay gets a public profile page with their trust score, number of completed transactions, and buyer reviews. You can share this link with potential customers to build credibility. It is like having your own verified business page.

Business insights. TandPay gives sellers analytics on their revenue, order trends, popular products, and more. You can run your social commerce business with real data, not guesswork.

Direct MoMo Transfer vs. TandPay Escrow

Let us put it side by side so you can see the difference clearly:

Direct MoMo Transfer TandPay Escrow
Buyer protection None Full escrow protection
Seller guarantee None -- buyer might not pay Guaranteed -- money already in escrow
Proof of delivery No system 4-digit delivery code
Dispute resolution None Admin review with evidence
Refund possible Only if seller agrees Yes -- admin can refund from escrow
Seller profile & reviews No Yes -- public trust score
Transaction record MoMo SMS only Full digital trail with timestamps

The choice is clear. Direct MoMo transfers work great for sending money to family or paying someone you already trust. But for commerce -- especially when you are dealing with someone you have never met -- digital escrow with mobile money protection is the way to go.

Who Is TandPay For?

TandPay is built for the everyday Rwandan who buys or sells online. You do not need to be a tech expert. You do not need to download an app. If you have a phone with MTN MoMo, you can use TandPay.

If you are a buyer: Use TandPay whenever you are buying from someone you do not know personally. Whether it is a dress from an Instagram boutique, a phone from a WhatsApp seller, or a pair of shoes from a TikTok shop -- pay through TandPay and know your money is safe until you have the product in your hands.

If you are a seller: Register on TandPay and start sharing payment links instead of asking for direct transfers. Your buyers will trust you more, you will get paid faster, and you will build a professional reputation that attracts more customers.

The Future of Social Commerce in Rwanda

Rwanda's digital economy is growing fast. More people are selling online every day, and more buyers are discovering products through social media. But for this growth to be sustainable, we need trust infrastructure -- systems that make it safe for strangers to do business with each other.

That is what TandPay provides. We are not replacing MoMo -- we are building on top of it. We are adding the layer of protection that turns MoMo from a transfer tool into a commerce platform. And we are doing it in a way that is simple, affordable, and accessible to everyone.

Mobile money escrow is not a luxury. Escrow payment in Rwanda is a necessity for anyone who buys or sells online. And with TandPay, it is now available to every Rwandan with a phone.
